Originally established as a student services organization, LARES is part of the University of Perugia’s history of student associations and solidarity, expressed through the promotion of culture, study, and research in the field of Civil Protection. In its early years, it primarily engaged in cultural, research, and recreational activities to foster relationships and the exchange of knowledge among students. It also represented the student population of the Foligno campus on several occasions in various academic forums, ensuring and protecting their roles and interests.
The Association’s operational debut occurred during the Abruzzo earthquake emergency (2009). From the first days after the earthquake, it was assigned to support Di.Coma.C., specifically the Technical-Scientific Function – Damage Census, the Communication Function, the Population Assistance Function, Schools and Universities, and subsequently also the Local Authorities Coordination Function in support of ANCI. The positive outcome of the L’Aquila experience fostered a collaborative relationship that was consolidated in subsequent years through a series of agreements with the Department of Civil Protection, thanks to which LARES guarantees its operations in support of the technical activities necessary in the event of a seismic emergency.

Based in Foligno, LARES Italia is a non-governmental organization that serves as the National Union of Graduates and Experts in Civil Protection. It operates a university network of researchers, students, and professionals and has been recognized as a strategic unit for the Italian Presidency of the Council of Ministers since 2014.

- Acts as the overall project coordinator, ensuring sound management and communication between all partners.
- Leads the development and sustainability of the “S.O.S Network” digital platform.
- Provides expertise in volunteer risk management and effective coordination strategies for “Generation Z” volunteers during crises.
- Hosts the “Volunteering Management” activity in Italy, focusing on disaster simulations and mobilization strategies
